First level is up a ladder, 2nd level is jump across beside a large red drape, For 3rd level, directly opposite side of the tower where you came from, need to climb up a ledge with a bit of rope hanging. I climb up about half way, reach this point, and can't go any farther. If you try to make the jump to the ropes on the opposite side, you fall. I can't find any other way up, and Buzzers aren't really an option because they start faltering immediately due to the altitude.
