WebbMy character is a hunter and i find the Rift/Reach are the best places for bears, although i have seen a few near the starting area (Helgen/Riverwood). The marshy swamp between windhelm, riften, and ivarsread. Deffinitely the Rift near Ivarstead. There's actually a quest by a lady there asking for 10 pelts as well.
